Potential voters

What is the profile of all voters who could participate in parliamentary elections if a constitutional amendment should be decided following the June 7 referendum? By using data from the 2011 Census population and current population statistics, it appears that potential foreign voters are younger, more active, and mainly employed in the private sector.
