Labour Cost Survey

The Labour Cost Survey is a sample survey covering enterprises in Luxembourg. In 2017, the survey covers all economic activities except agriculture and public administration.

The survey provides interesting insights into the total labour cost and its components (wages, social security contributions, …).

It also provides information on working time (hours worked, hours paid, overtime, leave, …), employment status and the type of employment contract (full-time or part-time, permanent or fixed-term, covered by a collective agreement or not, temporary employment, ...).

The Labor Cost Survey is conducted in all countries of the European Union and in several countries outside the EU. The results published by Eurostat allow comparisons for all these countries. Furthermore, Eurostat also publishes regional results.

On the national level, the results are published in various STATEC publications (Bulletins, Regards, ...).

Implementation

The labour cost survey is conducted every four years through questionnaires sent to a representative sample of enterprises.The latest survey is conducted in 2017 and covers the labour costs in 2016.

Legal framework

The survey is based on the European Framework Regulation (EC) N°530/1999 of 9 March 1999 concerning structural statistics on earnings and on labour costs.

Privacy and confidentiality are guaranteed by the provisions of Article 16 of the law of 10 July 2011 on the organization of the National Institute for Statistics and Economic Studies (STATEC).
